Dr. Mahmoud Al-Sarran has earned several advanced academic degrees from Damascus University and prestigious French institutions, including Paul Cézanne University (Aix-Marseille) and Jean Moulin University (Lyon). He began his academic journey with a Bachelor’s degree in Law and a diploma in Administrative and Financial Law from Damascus University, then pursued graduate studies in France, obtaining two Master’s degrees in Public Law and in Public Finance Legislation and Social Security Policies, culminating in a Ph.D. focused on the development of customs legislation within the framework of the European Union.
Since 2011, he has served as a Professor at the Faculty of Law at Damascus University, teaching Administrative Law, Public Finance, Constitutional Law, and Legislative Studies in both Arabic and French. He has also lectured at the Arab International University, the Syrian Virtual University, and several other academic institutions.
As a registered attorney and legal advisor with the Syrian Bar Association since 1999, Dr. Al-Sarran provides specialized legal consultancy to individuals, corporations, and public entities in administrative contracts, tax law, financial disputes, and international agreements. He has represented clients in major cases before national courts and participated in high-level consultancy projects both within Syria and internationally.
Dr. Al-Sarran has supervised numerous Master’s and Ph.D. theses in Public Law and has played a key role in mentoring a new generation of legal scholars and practitioners in Syria.
